Begum Saheb Noor Zaman Memorial Welfare Trust was established to give the widows, orphans, and families of Dhruggi Rajgan and its surrounding areas a dependable source of support — not a one-time gesture, but a standing institution.
One of the Trust's core goals is to assist the underprivileged widows and orphans of the community. What began in 2012 as monthly support for about 20 widows has grown into a multi-sector welfare program — a medical dispensary, a free ambulance, a clean water filtration plant, and direct financial assistance now reaching 81 widows a quarter.
The Trust is registered with District Government Chakwal and has been independently audited, and its committee reports its disbursements to the community at trimonthly meetings — work that has since drawn coverage from local and national press.
What the Trust set out to do
Begum Sahib Noor Zaman Welfare Trust was established through a founding donation of approximately one million rupees from Begum Sahib Noor Zaman, together with contributions from the local community of Dhruggi Rajgan and its surrounding areas.
Monthly Financial Support
Provide ongoing monthly financial support to widows and other economically disadvantaged individuals in the community.
Educational Assistance
Help cover education costs for children whose parents cannot afford school expenses.
Marriage Expense Support
Support needy families with the marriage expenses of their daughters.
Medical Treatment Aid
Provide financial aid for medical treatment to those who cannot afford healthcare on their own.
Direct, Measured Support
Starting with roughly twenty widows receiving between Rs. 1,000 and Rs. 4,000 each on a monthly basis — a baseline that has grown steadily as the Trust's resources have grown.

Six programs, one community
Every program below grew out of a direct need in Dhruggi Rajgan and its surrounding areas — most were funded entirely through local and diaspora donations.
Widow & Family Financial Assistance
Direct monthly support for widows, growing from 20 families in 2012 to 81 families in 2025.
Since 2012 the Trust has provided direct monthly financial support to widows in Dhruggi Rajgan and its surrounding areas — starting with about 20 widows receiving Rs. 1,000–4,000 each, and reaching 81 widows sharing over Rs. 14.56 lakh in the Trust's March 2025 disbursement. The Trust also helps widows and orphans cover the cost of their children's weddings.
Medical Dispensary
Free basic healthcare in Dhruggi Rajgan and its surrounding areas, open since 2014.
Opened in 2014, the Trust's dispensary provides free basic health services and medicines to the local community. In May 2015 alone it served roughly 550 patients, and it continues to run today — over a decade of continuous care, marked with a 'Two Years of Healing' community update in 2025.
Free Ambulance Service
One ambulance providing free emergency transport.
The Trust operates a free ambulance for the community, launched in March 2016, providing free emergency transport for any medical need in Dhruggi Rajgan and its surrounding areas.
Clean Water Filtration Plant
10,000 liters of clean drinking water, processed daily.
Completed in December 2023, the Trust's filtration plant processes around 10,000 liters of clean drinking water every day. The plant opens twice daily to serve Dhruggi Rajgan and its surrounding areas, and remains a core part of the Trust's work today.
Ramadan Food Packages
Annual food support for widows and needy families.
Every Ramadan, the Trust distributes food packages to widows and needy families — from over 30 widows in 2018 to more than 70 families receiving Rs. 10,000 each in 2022 — so no household in the community goes without essentials during the holy month.
Emergency & Crisis Relief
Rapid, targeted support during COVID-19 and other hardships.
During the COVID-19 pandemic, the Trust mobilized extra support for local families facing hardship, distributing essential supplies to those most affected by the crisis — an extension of the same emergency-response spirit behind its ambulance and dispensary work.

Trust Committee Sworn In
An oath-taking ceremony is held for the Trust's committee members, with Ahmad Aziz Tarar (DCO Chakwal) as chief guest, Zafar Bakhtawari (President, Islamabad Chamber of Commerce) as guest of honor, and Raja Muhammad Mujahid Afsar (former Chairman, Bait-ul-Maal Chakwal) presiding.

Monthly Widow Support Begins
The Trust begins providing Rs. 1,000–4,000 in monthly financial assistance to about 20 widows, alongside support for the weddings of widows' children.

First Ambulance Launched

The Trust extends emergency support to local families through the pandemic. It is registered with District Government Chakwal and passes its second independent audit.

Monthly and Ramadan disbursements grow to support 70 widows, with well over Rs. 10 lakh distributed across the year.
